The Texas Public Policy Foundation’s Liberty Action Agenda is a policy roadmap outlining major reforms necessary to strengthen liberty, free enterprise, and personal responsibility in Texas. The agenda includes dozens of policy proposals aimed at reducing taxes and government spending, expanding school choice and parental control in education, improving energy reliability, strengthening border security and law enforcement, and increasing transparency and accountability in government. It also promotes initiatives such as eliminating school property taxes, banning taxpayer-funded lobbying by local governments, protecting election integrity, and supporting family formation.

The Liberty Action Agenda serves as a framework guiding the foundation’s research, advocacy, and legislative priorities for upcoming Texas legislative sessions. Here’s what policymakers, experts and activists are saying about TPPF’s Liberty Action Agenda for the 90th Legislative Session:

Governor Greg Abbott: “When it comes to property taxes, Texans’ message is clear: the current status quo is unacceptable and reform is long overdue. That is why the 90th Legislative Session will be the property tax reform session. We will advance bold, enduring solutions to deliver real property tax relief for Texans. With the conservative leadership and policy expertise of the Texas Public Policy Foundation, we will rein in runaway local government spending and empower Texans to keep more of their hard-earned money.”

Rep. Gary Gates: “Affordable housing is essential to Texas’ continued economic growth and the well-being of families across our state. The best way to make housing affordable is to make it abundant, by reducing barriers to building, encouraging responsible development, and supporting policies that expand supply so more Texans can access safe, affordable homes.”

Rep. Caroline Fairly: “Many of the technology products kids have access to are designed to keep parents out of the loop and their eyes glued to screens. This strain is not just harming education outcomes and child development–it disrupts the entire ecosystem of healthy family formation at the profit of Big Tech. I am eager to continue working on solutions that preserve the family and protect children online with the Texas Public Policy Foundation.”

Rep. David Spiller: “I appreciate the work being done by TPPF to elevate serious discussion around border security, the rule of law, and the responsibilities of government. Thoughtful policy research and engagement play an important role in helping lawmakers better understand the challenges facing Texas and the nation.”

Grover Norquist, President, Americans for Tax Reform: “Many states are taking action to join Texas in the club of no-income-tax states. As such, it’s critical that Texas lawmakers not rest on their laurels. Toward that end, TPPF’s Liberty Action Agenda for 2027 outlines precisely the improvements to the state tax code that, if adopted by legislators next session, will ensure that the Lone Star State’s tax climate remains among the nation’s most attractive and that Texas continues to be the economic powerhouse of the nation.”

JoAnn Fleming, Grassroots America – We the People: “Texans are getting sidelined in Austin. Their voices are drowned out by taxpayer-funded lobbyists—operatives hired not just to push pet projects, but to kill citizen driven bills, block audits, bury investigations, and smother transparency. It’s time to defend every Texan’s right to petition their government without interference from local governments or specialinterest proxies.”

Roy Boyd, Goliad County Sheriff , Founding Member of the Operation Lone Star Task Force : “Secure & Sovereign Nation is the premier front line team advancing a viable homeland defense for Texas. Their leadership, expertise, and commitment to strong, enforceable policies are exactly what Texas needs to secure our border, protect our communities, and lead the nation on public safety.  Thanks to their commitment and relentless work to advance strong, effective policies ensures Texas remains the national leader in security, law enforcement support, and public safety. Texans are safer because of Secure and Sovereign Nation. As a Texas sheriff, I know how critical strong policy and real enforcement tools are to keeping our communities safe. Secure & Sovereign Nation is the team delivering both. Their work helps ensure Texas leads the nation in homeland defense and public safety.”

Eric Opiela, President, South Texans’ Property Rights Association: “STPRA is proud to partner with TPPF in protecting the property rights of Texas landowners.  Private landowners are the best stewards of Texas’ open space.  As STPRA enters its 20th Anniversary, we look forward to helping TPPF keep South Texans safe and secure.”

Carl Caton, President, San Antonio Marriage Initiative: “Texas has long led the nation in recognizing the vital role that strong marriages and families play in building thriving communities. As we look toward the next legislative session, there is a real opportunity to advance policies that strengthen families, support parents, and promote lasting stability for children. I appreciate TPPF’s continued leadership in elevating family-focused solutions and aiding lawmakers in securing the future of Texas families.”

Katie MacLeod, Family Policy Director, San Antonio Marriage Initiative: “Reorienting TANF to strengthen marriage and family is an important opportunity for policymakers and community partners to work together toward better outcomes for parents and children. By prioritizing two-parent families and measuring success through clear metrics, this reform aligns public programs with what families need to achieve long-term stability. I appreciate TPPF’s collaborative approach to advancing evidence-based solutions and engaging partners across sectors. Together, we can ensure TANF supports stronger families and healthier communities across Texas.”
