The principle of the Conservative Texas Budget is to limit budget growth so state spending doesn’t outpace Texans’ ability to pay for it. Measured in terms of population growth plus inflation, the Conservative Texas Budget establishes a maximum threshold for growth in the state’s initial appropriations. For years, it has been used as an effective benchmark for responsible state spending.
