Texas Public Policy Foundation’s (TPPF) J.D. Rimann, research analyst with the Center for Economic Freedom, testified last night before the Texas House Committee on State Affairs in favor of House Bill 2838, relating to the deployment of network nodes in public rights of way.
“This bill would cap the fees that municipalities can charge telecommunications companies for the installation of nodes within rights of way,” said Rimann. “This cap is necessary due to the high fees charged by cities in recent years for the use of public rights of way, which discourage innovation and act as a tax paid by citizens in their role as consumers; essentially citizens are being forced to pay for the use of what is supposedly their own property.”
