AUSTIN – Today, Talmadge Heflin, director of the Center for Fiscal Policy at the Texas Public Policy Foundation will testify before the Texas Senate Finance Committee on dedicated fee structures.
“General revenue-dedicated accounts have long been used to certify the budget,” said Heflin. “While this is a dated practice that has been pared back since the 2012-13 budget period, the practice continues in the current 2018-19 budget. Fortunately, there has been continued discussion among legislators to limit the practice of using dedicated account dollars to certify the budget. This deceptive budgeting practice keeps government spending at artificially elevated levels, hiding the true cost of government from taxpayers.”
