Director of the Texas Public Policy Foundation’s (TPPF) Center for Health Care Policy John Davidson will testify before the Texas House Human Services Committee TODAY, Monday, March 23, at 2:00 p.m. CDT or upon adjournment in room E2.030 in the Texas State Capitol. Davidson will testify on House Bill 2699, relating to the functions and operations of the Department of Aging and Disability Services.

“Texas is far outside the mainstream when it comes to caring for people with intellectual and developmental disabilities,” said Davidson. “While most other states have shifted care away from institutions to community settings, Texas maintains an outdated system of large, state-run institutions—more than any other state in the country.

“The time for closure and consolidation of our State Supported Living Centers is long overdue. If the SSLC census continues to decline at its current rate, in ten years the system will house 85 percent fewer residents than it was built to serve. And yet, the state has not closed an SSLC in 18 years.

“We owe it to Texans with intellectual and developmental disabilities, as well as Texas taxpayers, to begin the process of closing our outdated institutions and integrating current SSLC residents into the community.”
