AUSTIN – On Wednesday, the Texas Senate Committee on Business and Commerce will hear invited and public testimony on two interim charges: the state of the Texas electric grid and the impacts of proposed 765-kV transmission lines on private property rights. Dr. Brent Bennett, policy director for the Texas Public Policy Foundation’s Life:Powered initiative, will testify before the committee.

Dr. Bennett is the author of TPPF’s June 2026 study on the Strategic Transmission Expansion Plan (STEP) and has testified before Texas legislative committees on grid reliability, ERCOT market design, and transmission siting. He holds a Ph.D. in materials science and engineering from the University of Texas at Austin.
