The fiscal year for most local governments in Texas begins on October 1. Most will adopt their tax rates for the upcoming fiscal year around August and September.
Keep in mind that due to rising property values across most of the state, a lower property tax rate can still result in property owners paying more in taxes than the previous year. Local governments who adopt property tax rates at or below the no-new-revenue rate are setting the standard for fiscal responsibility.
