Rising homelessness in many communities has exposed the shortcomings of policies that prioritize spending over results. TPPF develops and advances reforms that restore public order, hold governments and service providers accountable, and connect individuals with pathways to lasting recovery.
Our work examines the shortcomings of “Housing First” policies that prioritize permanent housing without adequately addressing the underlying challenges of addiction, mental illness, and chronic instability. Drawing on research from Texas and across the country, we evaluate policies based on measurable outcomes, not simply the amount of money spent.
TPPF supports reforms that restore order in public spaces while connecting individuals with services that address the root causes of homelessness. These include enforcing camping bans, strengthening oversight of homelessness programs, improving transparency in public spending, and expanding recovery-oriented approaches that help people achieve long-term stability and self-sufficiency.
