The bill prohibits municipalities from imposing linkage fees on new construction. “Too many Texans are struggling to afford a home, thanks to a surge in housing demand in Texas’ major cities and the slow expansion of housing supply,” said Mathew. “By passing this bill, the Texas House rightly recognized that linkage fees—special fees on new construction to fund subsidies for a limited number of housing units—would only heighten the affordability crisis.
