Texas Public Policy Foundation’s Bill Peacock, director of the Center for Economic Freedom, testified in support of House Bill 4239, in the Texas House Committee on Insurance, and Senate Bill 2203, in the Texas Senate Committee on Business and Commerce. Both bills relate to the business and regulation of title insurance in Texas.

“Texas law sets up a functional monopoly for Texas title insurance companies, big and small, that allows them to charge consumers monopoly prices for title insurance,” said Mr. Peacock. “In 2016, this title insurance regime cost tax between $111 million and $186 million, an average of $342 to $574 per home sale. The Legislature should eliminate the title insurance monopoly and allow Texas consumers to shop around for the best price on title insurance.”
