AUSTIN – Thomas Lindsay, Ph.D., Texas Public Policy Foundation’s Director of the Center for Higher Education, will testify against Senate Bill 15 before the Higher Education Committee on Wednesday, April 24, 2013, at 8:00 a.m. in room E1.014 of the Texas State Capitol. The bill seeks to limit the powers of the Regents of all Texas public college and university systems.

“Abdication of fiduciary duties by ‘cheerleading’ boards is a regrettable feature of the decline of too many American higher-education institutions,” said Lindsay. “Yet Senate Bill 15 sends an unmistakable message that the problem is boards doing too much, not too little.”

“We need energetic boards fully exercising their fiduciary responsibilities,” said Lindsay. “It would be unfortunate to limit the Regents’ powers when the need for their leadership has never been greater.”
