Today, the Texas House of Representatives passed House Bill 1, the House version of the 2016-17 state budget. Texas Public Policy Foundation Vice President of Policy Chuck DeVore issued the following statement:

"In watching the budget debate in the Texas House of Representatives through dawn Wednesday, one thing clearly emerged: House leadership is reserving some $2 billion under the state's spending cap that might go for higher spending, held in reserve, or applied to tax cuts,” said DeVore. “This surplus is best returned to Texas taxpayers through meaningful, permanent tax cuts that will encourage job growth and economic vitality."
