Today, the Texas Public Policy Foundation celebrates the passage of Senate Bill 2038, which would make Texans freer by providing a pathway out of extraterritorial jurisdictions (ETJs). This legislation would allow ETJ residents to petition for an election to be released from municipal control.

“Senate Bill 2038 protects ETJ residents’ right to participate in the democratic process and respects their property rights,” said James Quintero, Policy Director for TPPF. “This crucial legislation will help move us in a better direction by providing ETJ inhabitants with an avenue of escape after a reasonable period and upon winning an election. We applaud Sen. Paul Bettencourt and Rep. Cecil Bell for their unwavering commitment to Texans’ property rights.”
