AUSTIN – The Texas Public Policy Foundation announced today that attorney Kate E. Murphy has joined the Foundation as a Hogg Foundation Mental Health Fellow through the Hogg Mental Health Policy Fellow Grants program. The program provides recent graduates of law, social work, public policy or other graduate programs with intensive training, education and experience in mental health advocacy and policy work. Through her research at the Foundation, she will improve Texans’ understanding of their mental health system, paving the way for reform.

“We are very pleased that Kate has joined the Foundation giving us the capacity to more fully explore mental health issues.  Her research will inform both our criminal justice and our health care policy work,” said Arlene Wohlgemuth, TPPF’s Executive Director. “Kate’s background and her enthusiasm for this subject area make her a perfect choice.”

“I am excited to research creative solutions to problems arising from the inadequate treatment of mental illness,” said Murphy. “A better understanding of the connection between mental illness and problems like overcrowding in jails, recidivism, and homelessness will advance better policies in our criminal-justice and health-care systems. Crafting reforms that will reduce government spending and improve the quality of mental health care is a welcome challenge.”

A 2013 graduate of Texas Tech University School of Law, in Lubbock, Texas, Murphy was admitted to the bar in Texas the same year. She served as an associate with Zabel Freeman from August 2013-2014. There she wrote legal memoranda on eminent domain, contract, constitutional law, administrative law, civil procedure, and property rights. In the summer of 2012, she interned for Justice Johnson of the Supreme Court of Texas, presenting research and study memoranda on legal issues facing the court for conference.

She collaboratively wrote and published policy analysis in Dismantling Terrorism: Developing Actionable Solutions for Today’s Plague of Violence for the 50th Annual U.S. Air Force Academy Academic Assembly. 

Kate E. Murphy is a Hogg Foundation Mental Health Fellow at the Texas Public Policy Foundation.
