James Quintero testifies in support of SB 3016, a bill that would build upon the Texas Regulatory Consistency Act and by adding Titles 2 and 7, Subtitle C, of the Local Government Code to the preemptions, as well as introducing a stronger enforcement mechanism to ensure cities and counties are following the law.
