Low-income families have a daunting task in not just the state of Texas, but states across the country—a complicated safety-net system that is difficult to navigate, keeping those in poverty from the assistance they need to achieve self-sufficiency.
In 1997, Utah took a different approach to social programs, creating a “One Door” agency that combined workforce services and human services, providing low-income families with a simpler way to access the support they needed. In 2023, Texas took steps to implement its own version of the policy, urging Congress to amend federal law, and creating a task force to develop an implementation plan before the next legislative session.
