The ordinance was rushed through without any serious study of its effect on employers, its impact on the economy, or the legal challenges it could invite. With the mandate’s effective date drawing nearer, many questions still abound: Who will benefit? Who will not? Is it lawful? Is it time for the Texas Legislature to act?
