The Texas Public Policy Foundation’s Center for Local Governance Director James Quintero issued the following statement on the announced drafting of House Bill 15 (HB 15), the Property Taxpayer Empowerment Act, which would overhaul Texas’ property tax system. HB 15 comes in response to overwhelming public outcry and several legislative initiatives to reform the system.
 
“Property taxes are out of control and it’s time that the Legislature got a handle on the problem so that no more Texans are taxed out of their homes,” said Quintero. “The reforms proposed in the Property Taxpayer Empowerment Act would dramatically improve the system by reducing the rollback rate and giving voters more power to decide if and when taxes have grown too much in any one year. Safeguards like this are critical if Texas is to remain affordable and attractive to all.”
