AUSTIN – Director of the Texas Public Policy Foundation’s (TPPF) Center for Health Care Policy John Davidson issued the following statement on the Texas House passage today of House Bill 966, which would allow state employees the option of choosing a high deductible health plan coupled with a health savings account.

"The passage of H.B. 966 is good news for state employees and Texas taxpayers alike. It will allow state employees the same health coverage choices that a growing numbers of workers in both the private and public sectors now enjoy across the country. By allowing state employees the option of choosing a high deductible health plan with a health savings account, the state will be able to better control healthcare costs and state workers will be empowered to control more of their healthcare dollars. A growing number of states offer this option to government employees, and Texas will now join their ranks.

"These kinds of plans are fast becoming the preferred coverage option for employees across the country. Conservative, market-driven healthcare reform takes many forms, and H.B. 966 will help in that effort by allowing state employees to become cost-conscious healthcare consumers. This law will help restore the relationship between patient and doctor, and in the long run will help control rising healthcare costs."
