AUSTIN, TX – The Texas Public Policy Foundation’s Center for Higher Education Analyst Trevor McGuire will testify before the Texas House Committee on Higher Education and the Appropriations Subcommittee on Article III. Mr. McGuire will testify on Interim Charge 1 to conduct a review of current funding formulas for community colleges.
“Community colleges have done much to improve access for Hispanic students in Texas, 73 percent of whom begin their higher education at a community college,” said McGuire. “But, as THECB Commissioner Raymund Paredes recently observed of Texas higher education, ‘We have diversity coming in, not diversity going out.’ Any plan for improving outcomes for Texas’s Hispanic students must therefore investigate how changes to funding formulas might better promote completion, starting with the community colleges where most Hispanic students begin their postsecondary education.”
