Texas Public Policy Foundation’s Kathleen Hartnett White, director of the Center for Energy and the Environment, will testify on Senate Bill 225 and Senate Bill 226; two bills related to referrals of issues regarding applications for water rights. White will testify before Texas Senate Committee on Agriculture, Water, and Rural Affairs TODAY, Monday, April 3, 2017 at 2:00 p.m. CDT in Room E1.012 at the Texas Capitol.

“Senate bills 225 and 226 provide a strategic reform of provisions in the Texas Water Code that hobble water development in Texas for no good reason,” said White. “Although Texas has developed sophisticated water plans, the overwhelming majority of the water strategies in the 2017 State Water Plan remains to be implemented. Only 14 percent of the over 3,000 water supply strategies in the plan have reported any progress over the last five years. These bills would go a long way in cutting the regulatory red tape that discourages effective water development.”
