AUSTIN – The Texas Public Policy Foundation’s (TPPF) Center for Local Governance Senior Policy Analyst Jess Fields will testify before the Texas House Committee on Energy Resources TODAY, Monday, March 23, at 2:00 p.m. CDT or upon final adjournment in room E2.010 of the Texas State Capitol. Mr. Fields will testify on House Bill 40, which relates to the preemption of certain regulations on oil and natural gas operation.

“The Texas Legislature has a responsibility to ensure that its political subdivisions are not enacting rules, regulations, and ordinances that jeopardize the entire economy,” said Fields. “If you want to destroy jobs and growth in a local economy with energy resources, then ban fracking.

"Texans value their rights, and for any city to say you're not allowed to develop the energy resources on your land is a serious affront to property rights. Cities do have important functions, but shutting down the oil and gas industry is not one of them."
