The federal government has failed to fix the legal immigration system or prevent illegal immigration to the states. Is it time, then, for the states to be given a freer hand to determine their own migration policies? The panel will debate a proposal to pass state-level legislation that asks the federal government for a waiver to create a state-based migrant worker program, under which states would regulate and control the entry of additional migrants into the state for work or any other economic activity the state wants to encourage—but under the control of the state rather than Washington.
