Jonathan Lesser, Ph.D., is a senior fellow for the Texas Public Policy Foundation’s National Center for Energy Analytics (NCEA), a new national energy think tank.

Currently serving as president of Continental Economics, Lesser has more than 25 years of experience working for regulated utilities, government, and as an economic consultant. He specializes in energy industry litigation and has provided expert testimony and reports in cases before utility commissions in numerous states; before the Federal Energy Regulatory Commission (FERC); before international regulators in Belize, Guatemala, Mexico, and Puerto Rico; in commercial litigation cases in Arizona, Vermont, and Washington; and before legislative committees in Connecticut, Maryland, Texas, Vermont, and Washington State.
