Brooke Garner is a Healthcare Policy Scholar at the Texas Public Policy Foundation, where she advances patient-centered healthcare reforms shaped by her own experience navigating barriers within the healthcare system. After personally facing delays and obstacles to timely care, Brooke became committed to restoring a model that prioritizes patient choice, affordability, and transparency in Texas.
She previously served as a Healthcare Policy Analyst Intern at the Foundation, where she published two op-eds and was honored as Intern of the Year. She later served as a Campus Ambassador, supporting student engagement with the Foundation’s mission.
Brooke graduated from the University of Arkansas with a B.A. in Political Science and minors in Spanish and Legal Studies. While at Arkansas, she was a member of Zeta Tau Alpha, the Political Science Honors Society, and the National Society of Leadership and Success. She was also selected for both the Winthrop Rockefeller Civic Leadership Academy and the Health Reformers Academy Fellowship, where she further developed her focus on healthcare reform and civic leadership.
Born and raised in Austin, Brooke is proud to be back home advancing policies that strengthen freedom in Texas. A former basketball player turned devoted fan, she remains a loyal Razorback, Woo Pig Sooie! Outside of work, she enjoys traveling, wakeboarding, playing board games, and spending time with family and friends. She is also a proud cat and dog mom who never misses an opportunity to share photos of her pets.
