She was also a visiting fellow at the Wales Centre for Public Policy, studying youth homelessness in Cardiff, Wales.

O’Connor has a master of public service and administration from the Bush School of Government and Public Service at Texas A&M University. There, she focused her studies on public policy analysis and public management in a state government context. In her free time, O’Connor enjoys fishing, teaching her rescue dog new tricks, and planning her next trip.
