The Texas Public Policy Foundation’s Center for Fiscal Policy Director The Honorable Talmadge Heflin and Center for Local Governance Director James Quintero issued the following statements on the Texas Senate passage today of Senate Bill 2, the Property Tax Reform and Relief Act of 2017. The bill would reduce the rollback tax rate and require automatic elections if property taxes grow beyond the threshold.
 
“Taxpayers have needed a direct voice in the growth of their local taxes. The passage of SB 2 provides the platform for clear communication with their local government officials,” said Heflin.
 
“Property tax reforms passed today by the Texas Senate will empower taxpayers and require a greater level of accountability from our local governments. Those are the kind of reforms desperately needed to help fix a badly broken system,” said Quintero.

The Honorable Talmadge Heflin is Director of the Center for Fiscal Policy at the Texas Public Policy Foundation. In the 78th Session, Heflin served as chairman of the House Committee on Appropriations and navigated a $10 billion state budget shortfall through targeted spending cuts that allowed Texans to avoid a tax increase.
