The Texas Public Policy Foundation’s Economist Dr. Vance Ginn testified before the Texas House Appropriations Committee today on House Bill 3849, which would increase budget transparency and reduce the dependency on excessive general revenue-dedicated accounts to fund the state's budget.

“Texans expect the Legislature to provide transparency and accountability of taxpayer dollars so Texans understand the benefits achieved with their money,” said Dr. Ginn. “During the current biennium, $3.5 billion of general revenue-dedicated funds were available to certify the budget, which artificially raises government spending and hides the true cost of government from taxpayers. By ending the practice of certifying the budget with general revenue-dedicated funds and reducing these funds altogether, the Foundation is confident that transparency in the budgeting process will be alive and well.”
