Texas Public Policy Foundation’s Center for Education Freedom today released a paper on values-based education by James V. Shuls, Ph.D., assistant professor and graduate program director of educational leadership and policy studies at the University of Missouri—St. Louis. The paper, “Values-Based Education, How Education Savings Accounts Provide Options,” examines how education savings accounts will affect values-based education in a pluralistic society.
 
"If anything has been clear over the past six months, it is that we live in a pluralistic society,” said Shuls. “We must recognize that the traditional model of education where students are assigned to schools is ill equipped to deal with this reality. We can try to make our public schools value-free, but it simply cannot be done. In this paper, I ask what type of educational system is best suited for a society where people of good conscience cannot agree on what or how children should be taught. The answer is clear, a system which empowers parents to choose the school that meets their needs. Education Savings Accounts provide such a system of public education."
 
“One of Texas' strengths is its rich diversity of cultures and value systems,” said Stephanie Matthews, senior policy advisor in the Center for Education Freedom at TPPF. “Parents should be able to choose an educational option that reflects the values that are most important to them. While public school educators do their best to be everything to everyone and offend no one, this is not realistic. With an Education Savings Account, parents have control of their child’s educational setting and thus, the values of their choosing.”
