Director of Talent and Culture
Jennifer Carter is the Director of Talent and Culture at the Texas Public Policy Foundation. She recruits top talent, promotes the organization’s values and culture, and works to advance the professional development of all team members.
Prior to coming to TPPF, Jennifer served as the Director of Operations for U.S. Congressman Chip Roy (TX-21) and as Deputy Campaign Manager for his re-election campaign. Previously, Jennifer served as the Budget Director for the Texas Public Policy Foundation, and prior to that, served as the Executive Assistant to Brooke Rollins when she was the President and CEO of TPPF. Jennifer has spent a decade in the political world, where she worked for Texas Governor Rick Perry, Lt. Governor David Dewhurst, and Texas Comptroller Glenn Hegar.
Jennifer earned a Bachelor of Arts degree in Business Administration from Rhodes College in Memphis, Tennessee. In her free time, Jennifer enjoys traveling, interior design, reading, and spending time with her family and friends.
