Outcomes-based funding is on the rise. Most states have at least some form of outcomes-based funding for their four-year public universities; both the state of Tennessee and the Texas State Technical College system receive all formula funding on an outcomes basis. Our panelists will discuss what we have learned from these and other experiments in outcomes-based funding, and whether more emphasis on outcomes-based funding can help Texas universities on their way to the Coordinating Board’s TX60x30 goals. Across the state, people are asking how to incentivize colleges to increase their graduation rates, reduce time to graduation, and train students ready to enter the Texas workforce. Is outcomes-based funding the answer?
