Home Rule School Districts: Putting Independence back into Independent School Districts
Texas’ home-rule school districts are designed to empower parents and local administrators to govern their schools in a manner that best suits the needs of their students. However, there are too many roadblocks in current law to create home-rule districts. School boards, rather than parents, currently control the charter process. Further, the law imposes many of the same mandates on home-ruled schools as traditionally-run school districts. This primer will explore how to give parents a greater role in the process and free school districts from unnecessary, cost-driving mandates such as class-size caps, mandatory bilingual education, and restrictive employment laws that drive inefficiencies.
