Many attempts have been made since the early 1990’s to adopt universal school choice in Texas. In fact, Milton Friedman personally testified in favor of universal school choice at the Texas Capitol in 2003.  Dr. Friedman told committee members that they should make school choice available to all Texas children, not just a small subset of Texas students. Fast forward to 2014, and we are on the cusp of what could be a monumental shift in education policy – including the adoption of universal school choice. Texans, at a rate of 66%, now favor school choice, with higher numbers among Hispanics and African Americans supporting it at a rate of 80% and 71% respectively. With this shift in public opinion, it is no kidding that the 84th Legislative session may be the year we see meaningful reforms to benefit all Texas students.
