Governor Rick Perry, in his 2011 State of the State address, challenged the Texas public higher-education community to craft bachelor’s degrees costing no more than $10,000. One year later, a number of Texas universities are answering the governor’s call. Will the existence of $10,000 degrees at a few institutions today spark a popular demand to expand these programs across the Lone Star State? Or are the existing programs simply anomalies?
